In February 2004, the endemic Haitian crisis suffered an outbreak of violence that had been gestating since 2003. The taking over of most of the country by an armed group, as well as an international rejection to Ex President Aristide administration that led him into isolation and left a fragmented and collapsed nation under an interim government which was powerless to carry out due process. In light of this situation, the United Nations formed a Peace Mission (MINUSTAH), in which Latin American troops in joint action are a fundamental part of a massive concerted effort.

Haiti ended a year, in which the main effort of its governants were focused to promote institutional empowerment, looking forward to achieve political stability and the improvement of the democracy in the country. In spite of the advances observed, serious difficulties were found, as the fragility of the security.

By the Resolution 1780 of 2007, the Security Council of the United Nations decided to extend the mandate of the MINUSTAH in Haiti, till octuber 2008, being aware of the weakness of the security that faces the country and the efforts that are taking place in order to stop the drugs and weapons traffic netwoks that continue threatening the country and its social, political and economic stability.
