CONCLUSION
In less than two years, the 21st century will be upon us. The security and defense challenges that we will face are not only expanding, they are becoming more and more complex. The internal and external policy environment is in a constant state of flux, changing with political, economic and social developments and trends. National and regional uncertainties, tensions and conflicts serve as constant reminders to us that we cannot take security and defense for granted. Our national security can be threatened in a number of ways and we must always be ready for our defense against both military and non-military threats.
Our National Defense Policy requires in every citizen the awareness of our national potential and the need for self-reliance in defense using our unique strengths and capabilities -capabilities that necessarily include a professional, capable and responsive Armed Forces of the Philippines which is a source of national pride.
Defense Self-Reliance and Cooperation best describes a national defense approach that is both realistic and within the limits of our defense capabilities. This approach enables us to provide for the effective defense of the country, to deter aggression, to support the socio-economic programs of the national government as well as to promote regional and international peace and stability.
To be able to take advantage of opportunities and effectively deaf with new and emerging defense challenges, the Department of National Defense and the Armed Forces of the Philippines must have the strategic adaptiveness to change with developments and trends in the security environment. Because of changing demands, new missions and new technology, nothing less than a fundamental "reorientation" of defense priorities is in order. This must be coupled with a "reengineering" of management processes and systems that promotes efficiency, effectiveness and ethics.
The various policy areas were formulated with the goal of building a Defense Department that is characterized by effective leadership and efficient management. Review of these policy areas and subsequent changes and additions will be issued in periodic DND promulgation and directives. Like any national policy document, the Defense Policy Paper needs to be subjected to regular review and update to make it relevant to the needs of the limes.
The focus of In Defense of the Philippines: 1998 Defense Policy Paper is towards the building of a credible defense founded on self-reliance and friendly cooperation with other countries. This paper reflects the way we see ourselves as a country and people, confidently moving into the uncertainties and challenges of the 21st century -a nation imbued with a spirit of freedom and determination and a people committed to the future of the Republic. The Department of National Defense remains committed to that future.
