"FIFTH ANNIVERSARY OF THE DECLARATION ON SECURITY IN THE AMERICAS: CURRENT PERSPECTIVES AND NEW CHALLENGES" Thursday, February 19, 2009 Washington D.C Program: The Special Conference on Security, held in Mexico City in October 2003, adopted the Declaration on Security in the Americas. This Declaration introduced the new concept of security of the Hemisphere which "is multidimensional in scope, includes traditional and new threats, concerns, and other challenges to the security of the states of the Hemisphere, incorporates the priorities of each state, contributes to the consolidation of peace, integral development, and social justice, and is based on democratic values, respect for and promotion and defense of human rights, solidarity, cooperation, and respect for national sovereignty. Introductory Remarks by Ambassador Gustavo Albin, Permanent Representative of Mexico to the OAS Guadalupe González (Mexico), Professor-Centro de Investigación y Docencia Económicas Marcela Donadio, (Argentina), Executive Director-Red de Seguridad y Defensa de las Américas (RESDAL) Margaret Daly Hayes, (Estados Unidos), Vice President and Principal-EBR Associates Moderated by: José Miguel Insulza, Secretary General of the OAS Guadalupe González Guadalupe González is a Professor and Resercher in the Division of International Studies at the Centro de Investigación y Docencia Económicas (CIDE). She is the regional coordinator for the project Mexico, The Americas,and the World, a pioneering study on pulbic opinion and foreign affairs in the hemisphere. Ms. González is a founding member of the Mexican Council on International Affairs (COMEXI), and was Chair of the Mexican-US Commision for Educational and Cultural Exchange (COMEXUS). She is a part of the editorial boards of Foreign Affairs en Español, and Política y Gobierno y Este País. She is also a contributing author for the periodical Excelsior. Ms. González specializes in Mexican Foreign Affairs, Mexican-US relations and national security in Latin America. She has published various books and academic articles, most recently including. Las Américas y el Mundo 2008: opinión pública y política exterior en Colombia, Chile, México y Perú (2009).She is a doctoral candidate in political science at the University of California-San Diego. Marcela Donadio Marcela Donadio is Excecutive Director of the Red de Seguridad y Defensa de América Latina (RESDAL).She is a political scientist, with a Master´s degree in Social Sciences and Doctorate in Political Science. Since 1992, she has been a Professor of International Security and National Defense at numerous Argentine universities. She has participated in numerous seminars and conferences on defense and security in Latin America and other regions, such as Spain, Indonesia, Georgia, Philipines and Turkey, and has published extensively on this topic. Margaret Daly Hayes Dr. Hayes is Vice President and Principal at Evidence Based Research, Inc (EBR), a defense and Securiy research firm, and Professor of Latin American Security Issues at Georgetown University. She was the founding director of the Center for Hemisphere Defense Studies (CHDS) at the National Defense University from 1997-2004. Prior to 1997, she was a visiting fellow at the Center for Naval Analyses where she focused on US-Latin America military and political-military relations. She has also served as External Relations Advisor to the Inter-American Development Benk, Director of the Washington Office of the Council of the Americas and as Senior Western Hemisphere staff person on the US senate Foreign Relations Committee. She has published extensively on security in the hemisphere, most recently as contributing author for the National Strategy Information Center and, "Building Consensus on the Security Architecture for the Hemiphere" in Gordon Mace, et al. Governing the Americas (2007). Dr. Hayes is a member of the Council on Foreign Relations, the International Institute of Strategic Studies and the Inter-University Seminar on Armed Forces and Society, and Director of RESDAL, among others. She recived her doctorate from Indiana University, and is fluent in both Spanish and Portugueses. |
