Members of the Network
The network works in permanent contact between all of it´s members. Through an electronic list of communication, where updated information and articles are disseminated, opinions and ideas are exchange, consultancies are carried out and different debates are generated. In the same line, in the framework of the programs of RESDAL, the members are called regularly to perform different investigations.

Executive Secretariat
The Network counts with an Executive Secretariat based in Buenos Aires, Argentina. A full-time team of professionals carries out the different activities of RESDAL: Coordination and execution of the research programs, centralization of communications between its members, receiving the users’ inquiries, updating the website, organizing the visits to the different countries, administrating the resources, formulating and elaborating new projects, researching for potential donors and other activities inherent to the daily functioning of the Network. This team, is constituted by young professionals of different nationalities and disciplines coordinated by the Executive Secretariat of the Network.

Gabriel Aguilera

Bachelor in Juridical and Social Sciences, Master in Political Science and PhD for the Albert Ludwig University in Germany. Also has a Diploma in Administration for Development. Has been a professor in several universities in Guatemala and abroad, and has a qualified experience as a consultant for diverse international organizations. At the public sector, he has been an Advisor on security and defence issues at the Chancellery, and was part of the Belize Comission. He has been Vice-Minister of Foreign Relationships. He has extensively publish on the field of social sciences, focus mainly on international relationships. Has published in Latin America, the Caribbean, United States, Canada, Spain, France, Norway and Japan.


Raúl Benitez Manaut

He’s a full-time researcher at the Centro de Investigaciones sobre América del Norte of the Universidad Nacional Autónoma de México. Has been a professor in diverse Mexicans academicals institutions, and has a highly qualified experience as a lecturer at an international level. He’s author of books, essays, and articles about national security and Mexico foreign policy; Central American crisis, militarization and peace process, geopolitics at the Caribbean, Central America and Mexico; narcotraffic and hemispheric security, military theory; and conflict resolution and peace negotiations.


Adrián Bonilla

PhD and Master in International Studies. Bachelor in Public and Social Sciences. Has a post graduated title on Political Sciences, specializing in Latin American matters. Has been a Visiting Professor at the PhD program in International Relationships at the Universidade Católica de Río de Janeiro. He has also worked as a consultant for several foundations ant international organizations. Was co-academical director of the Academia Diplomática Ecuatoriana. He has extensively publish on subjects related with the security and defence in Ecuador and Latin America.


Roberto Cajina

Civilian advisor on security and defence. Historian, has studies on Social Sciences and on history and Latin America. Has worked as an history advisor for the Ejército Popular Sandinista. From 1994 to 1997 worked as a researcher of the Coordinadora Regional de Investigaciones Económicas y Sociales (CRIES). He has also worked as an external consultant for the Ministry of Defence and the Ministry of Governability. He has been a professor at the Academia Militar Nicaragüense. Has published several articles, books, and books chapters, has a proof experience as a consultant and lecturer in Latin America.

Margaret Daly-Hayes

Bachelor in Journalism. Master in Spanish Literature and Political Science, and PhD in Political Science. She is Associate lecturer at Georgetown University, and Vicepresident of EBRINC. She’s a well experience consultant on subjects related with politics, defence and security.
Between November 1997 and march 2004, was the first Director of the Center for Hemispheric Defense Studies at the National Defense University.
Shes a specialist in political economy and security of the United States and Latin American. She has been an advisor on external relationships of the IDB, Director of the Washington Office of the Council of the Americas, and Superior Advisor for the Western Hemisphere at the Committee of Foreign Relationships at the US Senate. Has been a lecturer on Latin American subjects in several forums in the Unites States and Latin America; and has widely published on civil-military relations, inter-governmental and NGOs relations on peacekeeping operations, among other defence related subjects.

Professor of Latin American History and International Relations at the Royal Military College of Kingston, Canada. He’s actually an advisor of the Canadian Army Chief. He has been an advisor on inter-American security subjects for the Department of Foreign Affairs and International Trade (DFAIT) and for the Department of National Defence (DND) of Canada. He’s author of many books about defence policies, and foreign policies of Latin America.

She has been Executive Director of FLACSO-Dominican Republic. She has also worked as advisor and coordinator at the Instituto de Altos Estudios para la Defensa y Seguridad Nacional (IAEDESEN), the Instituto Policial de Educación Superior (IPES) and at the Universidad Apec. She has published extensively within working field.

He has worked as a Consultant of the UN Regional Centre for Peace, Disarmament and Development in Latin America and the Caribbean, and also worked as an advisor at the Argentinean Parliament. He has been a professor and a researcher in FLACSO-Mexico and in FLACSO-Argentina, and also a full-time professor at the Universidad Nacional de Quilmes. He has published several books on civil-military relations in Argentina, among other subjects.

Has been a Senior Officer of the Peace, Security and Human Rights Program of the United Nations Foundation. Through her professional career has worked on several official organizations and cooperation organizations of the United States. Was founder of the Conflict Prevention Network. She is also member of the Advisory Council of Women in International Security and is also part of the Directive Council of the Institute for World Affairs. She is specialized in security and development issues, with an emphasis in civil-military relationships, armament proliferation, homeland security and peacekeeping, having published extensively on those subjects.

He’s the author of a dozen of books, and more than a hundred of articles on subjects such as democracy, institutions, security and defence. He lives in New York.


Francisco Rojas Aravena

Master and PhD in Political Science. He’s specialized on international relations and international security. He was part of the creation of the post-graduated Program on International Relations at FLACSO-Costa Rica. He was member of the Academical Council and a professor of that program. He has been Director of FLACSO-Chile. He has teached on several Universities of Latin America and Spain on the field of international relations, international security and negotiation processes. He has been a Fulbright professor at the Latin American and Caribbean Center of Florida International University. He has worked as a consultant and as an advisor for international organizations and governments in the region. He’s Director of the Magazine Fuerzas Armadas y Sociedad of FLACSO-Chile, and he’s also member of the Editorial Boards of important publications. He’s the author and editor of many books.

He has Post-doctoral studies and is Livre Docênte of the Universidade Estadual Paulista (UNESP) in Brazil. He`s an associated professor on the undergraduate and post-graduated courses of History and International Relations at UNESP, and he’s also an associated professor of the post-graduation program on International Relations “San Tiago Dantas”. He’s the founder and actual coordinator of the Grupo de Estudios de Seguridad y Defensa (GEDES), and he’s also the actual Director of the Centro de Estudios Latinoamericanos (CELA), both at UNESP. He has participated on several congresses, and national and international debates. He has also offered courses and conferences among different Brazilian and foreign universities, on subjects such as armed forces, defence, and security. He has published numerous articles about Strategy, Defence, Armed Forces, Peace and Conflict. He’s the author and co-author of many books through those areas.


Leticia Salomón

Among other functions he has worked as Director of Religious Affairs at the Minister of Justice, President of the Advisory Comission on Religious Liberty (1982-1984), Undersecretary of Defence (1984-1990), Undersecretary of State of Military Administration (1990-1993), Deputy in representation of the Asturias on the elecciones of General Courts in 1996; and President of the Deputy Congress (1996-2000).

He’s the Head of the Department of Political Science and a professor at the Law Faculty of the Universidad Nacional de Colombia. He has been General Vice-Rector and Academical Vice-Dean of the Faculty of Law, Social and Political Sciences at the same university. He’s member of the Dialogue Commission between the Government and the ELN, member of the Directive Board of the CPDPMM, and member of the national coordination of REDUNIPAZ. He has published several articles on national and international magazines, and he has worked as columnist of many Colombian newspapers. He’s author of many books related with the security and defence.

Gonzalo Serra: Bachelor in International Relationships. RESDAL Researcher. Has been a researcher assistant in the Comparative Atlas of the Defense in Latin America 2007 and 2008. He had been a consultant for UNDP in the project “Strengthen of the conduction and coordination of public security in Argentina”.

Paz Tibiletti:Bachelor in Sociology. She’s a student at a Master in International Studies. RESDAL’s researcher. Co-director of the Comparative Atlas of the Defense in Latin America, and actual Coordinator of Programs and Institutional Relationships in RESDAL. She was a professor at the Universidad del Museo Social Argentino.

Maria Teresa Vera: Systems Analyst. She had design the RESDAL, SER en el 2000 and PDGS Websites, among others. Has also developed websites for public and private organisms.
