in-depth report offers a critical and constructive analysis of the
institutional responses developed by the United Nations to prevent and address
sexual harassment (SH) and sexual exploitation and abuse (SEA) in peacekeeping
operations. Drawing from official documentation, field assessments, and policy
evaluations, the publication explores key mechanisms and highlights persistent
gaps between the formal frameworks and their actual implementation on the
ground, especially in missions involving uniformed personnel.

In this context, RESDAL contributes to the dissemination of the monograph "Changing Character of Conflicts: Challenges to Peace Operations and International Humanitarian Law", edited in India by Pradeep Goswami, AK Bardalai, and KK Sharma.
The year 2024 marked significant advancements for RESDAL, solidifying its role as a key facilitator in defense and security issues from a Southern Hemisphere perspective. Throughout the year, we achieved milestones that strengthened our mission to promote democratic security, inclusion, and human rights. The International Peace Institute (IPI) Women, Peace, and Security (WPS) team has recently published the report “Connecting Sexual Exploitation and Abuse with Sexual Harassment in UN Peace Operations.” This report explores how adopting a comprehensive approach can enhance prevention and response to these issues within UN peacekeeping missions.

With the purpose of analyzing the challenges posed by addressing sexual harassment and abuse in military institutions both in the institutional and academic spheres, this Monday, September 2, the discussion “Challenges of military organizational culture in the face of sexual harassment and abuse” was held, with the participation of researchers from the Defense and Security Network of Latin America (RESDAL) and the Institute of High National Studies (IAEN) of Ecuador.

Challenges of military organizational culture in the face of sexual harassment and abuse
The armed forces' fundamental mission is to defend sovereignty and territorial integrity. In recent decades, and in the face of social and political transformations, they have had to adapt to changes and new operational scenarios. The increase in the number of women in the military ranks is part of this process of change, not only in quantity but also in terms of the functions they perform within military structures.
The Government of Canada informed in Accra support to RESDAL for the implementation of the project "Women in Peace Operations: Supporting Inclusive Environments".
